and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

The object of this Ordinance is to secure the better ob- servance, by the licensees and persongin charge of steam launches, of reasonable. precautions against robbers and pirates. Certain recent cases have shown the necessity for some legislation of this kind.
